The USA doesn't like to be given a list of demands, presumably like the demand to be treated as equals. The USA is far more accustomed to giving a list of demands and not at all used to being told to shove them. Get used to it, they own most of your foreign debt.

these guys do not seem to understand the Chinese government and what is going on in China. for the after school training crackdown, the fact is every Chinese middle class family spends huge loads of money to force their Children to attend these programs. It is common to see a lot of kids are forced by their parents to learn the next and even the next next semesters' curriculum in Summer and Winter breaks. the best sellers on Chinese online bookstores are textbooks… A couple of days ago, a fourth-grader told me he is learning the seventh-grade math online… this is insane… there has to be some intervention but I didn't expect the government adopted such a one-size-fits-all policy…

It was clear that education needed to be reformed. The American society is highly segregated especially in education. This is a big loss in potential since 70% of the American people are sidelined. China does not want to make that mistake. Everyone is included in the transition towards a highly developed country. Capitalism is perfectly fine for them as long as it does not stand in the way for China to become the dominant economic power in the world. All regulations point towards the same goal, create a better life for as many Chinese people as possible. The goal of the US is to create extreme wealth for the few at the expense of the many. These are very different goals.

To avoid the market overheating, the Chinese government are using the opportunity to introduce regulations which have been in the pipeline for a while. The clamping down on education is part of a long term drive to make child rearing more attractive, I.e. Drive population growth. Again.. Implementing at a time which can also take the edge off of a potentially overheating stock market.
