Emergency
Particular
Session
of
the
Common
Meeting,
at

UN
Headquarters

New
York,

The
U.N.
Safety
Council
has
voted
for
the
193-member
Common
Meeting
to
maintain
an
emergency
session
on
Russia’s
invasion
of
Ukraine.
The
vote
on
Sunday
to
authorise
an
emergency
assembly
was
11
in
favour,
Russia
opposed,
and
China,
India
and
the
United
Arab
Emirates
abstaining.
That
was
the
precise
similar
vote
on
a
decision
Friday
demanding
that
Moscow
instantly
cease
its
assault
on
Ukraine
and
withdraw
all
troops.
However
in
that
case,
Russia
used
its
veto
and
the
decision
was
defeated.
Ukrainian
U.N.
Ambassador
Sergiy
Kyslytsya
requested
for
the
Common
Meeting
assembly
to
be
held
below
the
so-called
”Uniting
for
Peace” decision,
initiated
by
the
United
States
and
adopted
in
November
1950
to
circumvent
vetoes
by
the
Soviet
Union
throughout
the
Korean
Conflict.
That
decision
offers
the
Common
Meeting
the
energy
to
name
emergency
conferences
when
the
Safety
Council
is
unable
to
act
as a result of
of
the
lack
of
unanimity
amongst
its
5
veto-wielding
everlasting
members
—
the
United
States,
Russia,
China,
Britain
and
France.
